Sems screws generally have a flat washer and a spring washer in the threaded portion of the screw, but some have no spring washer, only a flat washer. Generally, the screws do this mainly to prevent loosening. But why can’t the  hex socket countersunk head screw  be made into a sems screw? Many of the common sems screws we have are pan heads, round heads, cup heads, etc. These head types have a feature that the head is flat below. The head of the  hex socket countersunk head screw  is not the same as the head type, and it is not flat. Therefore, if the  hex socket countersunk head screw  is made into a sems screw, it may cause slippage, untightening, etc. during use, and it may not be able to prevent loosening.
